History with Rochester City School District

  • Summer 1995: Horizons at Harley is established, serving RCSD low-income students from Dr. Martin Luther King, Jr. School #09.
  • Summer 2003: Horizons at Harley becomes a “mature” program serving RCSD students in grades 1st – 8th.
  • Summer 2008: RCSD begins to provide busing for the Harley program with one bus at School #09.
  • Summer 2009: A kindergarten class is added to the Horizons at Harley program.
  • Summer 2010: With the University of Rochester program incubating at Harley as a start-up, busing is approved for both programs, and individual program support is arranged by RCSD (eg: $6,000 to Harley for hiring RCSD teachers).
  • Summer 2011: As a public-private endeavor – a request for 25% ($500) of actual cost, plus busing for both programs is approved by RCSD.
    • Monroe Community College and Nazareth College are added to the emerging consortium with each program receiving $500 per student and busing from RCSD.
    • GRSLA commits to annually raising the difference.
    • Through summer 2016 = $9.6 million in cash and $4.4 million in-kind.
  • Summer 2012 – 2014: Consortium programs are part of an RCSD 3-year grant cycle providing busing and per student stipend.
  • Summer 2015: Consortium programs enter 5-year grant cycle with RCSD at the same terms: Busing plus $500 per student.
